which cam has best image quality
I've looked in all sorts of forums, but can't really get a straight answer about which camera under $400 has the best picture quality, is it the Canon S3?..

That question is like opening a can of worms, you will get thousands of different opinions based on what different users like...

If you mean, sharp lens, good resolution and low noise/distortion/fringing, than Fuji F31fd.Next up is Nikon P5000. But it is slower focusing.Than Canon A640.Next up is.

O.K. maybe this is a better question, I think I like the image quality of the Canon S3 and the G9 the best, is it worth spending another 150 for the G9 or not? I am mainly worried about the image quality...

You are probably the best judge of that; "image quality" covers a wide range of parameters, and everyone's needs differ (e.g., my resolution needs are modest and high ISO noise isn't an issue, but I'm greatly bothered by highlight clipping and geometric distortion). DCResource has reviewed both models, and Imaging Resource has sample images available for both. Download a few similar pictures and output them however you normally view your pictures, and see if you can see a difference favoring one or the other...

Personally I would go for G9 (which is above $400 BTW). I would rather have few excellent quality pictures than having many average quality ones (G9 has sharp lens with less fringing problems, and Raw mode. It is compact too.). Is that helpful?.

S3IS is primarily a family camera (it has excellent movie mode too.), while G9 is targeted at serious amateur/photographers as portable companion..

Pentax K100D Super is on sale with $100 rebate now for about $400 with kit lens. I would think that being a DSLR (though only 6 MP), it should beat most P&S's out there in image quality. I have K100D (non-super), and it definitely gives me better pictures in low-light conditions compared to my old P&S Canon A80...
