The big-ticket items will be the lenses..
Get out of the "12x zoom" etc. concept - when dealing with SLR and other formats, lenses are quoted (normally) in focal length only..
Any of the lower-end bodies will handle the job quite well until you can afford better..
Canon and Nikon have the most extensive ranges of lenses, but Oly, Pentax, Sony have adequate ranges as well..
You have a range of interests, with specific needs..
Street, clubbing, balls (assuming you mean evening party type) will need large-aperture, wide to short tele lenses. f/2.8 zooms and/or f/1.4 primes are the order of the day..
Sport - indoor or outdoor? - indoor will need f/2 or faster lenses and high-ISO, outdoors may be somewhat less demanding, but large apertures will be best.. (and expensive!).
Architecture (buildings) may need specialized lenses - tilt/shift.
Trains will need a range from moderately wide to fairly long telephoto..

This would set you up fairly well to start - you wouldn't have to get it all at once, but add as you came necessary..

I'm a Nikon man so will stick to what I know..
D80 body + 18-70 kit - I'm suggesting this over the D40(x) so you're not limited to lenses with their own AF motor. 615.
If you can manage with 200mm get the 55-200VR for 200.50mm f/1.8 - great for portraits and low light. 8085mm f/1.8 - as above, also for some sports if you're close enough 250.
The above two with the flash should be OK for interiors of balls, clubs etc,.
2Gb Sandisk Extreme III card 20.
SB-400 flash - really all you'll need and you could upgrade and keep this for travel: 100.
That's about 1300, money left for a bag, spare card and another battery..
Maybe Sigma 10-20 later for wideangle work: 300 on top.Or the 70-300VR instead of the 55-200VR, say 340..
Save for the tripod, don't get a cheap one as it's a false economy..
Good advice, but I'd get an SB-600 rather than an SB-400. The 600 is way more powerful, has a swivel head, and offers a full range of controls for a D80. The 400 only offers manual on a D40/x...
