I like my Samsung A7 7MP with a 1/1.7 sensor..
Pros: Good Image Quality and small size, nice screen on the back and has speaker for movie playback.Cons: 3X optical zoom and flash is week.
Only problem is after I dropped it, 3 ft blacktop driveway. Flash still does not work. Need to open it again..
Good luck finding one. Do what some people do. Take a SD card and a notebook to the camera store and take pictures and notes. Note most cameras put image information on each files so if you right click it and select properties it will tell the camera model and a bunch of other info...
Ricoh Caplio R7 is in the price range but if you can strectch it a little, the Fuji F100fd offers more features and better IQ..

Doesn't mean much. Starts wide (28mm) or at 38mm ? How long do you want ? 100, 150mm ? .
5. 7MP or better.
Useless criteria, it's hard to find less but I'll bet that you would be happy with 5 or 6..

I would rather have 28mm but I would give it up for other features listed but I want closer to 240mm zoom or better (just throwing numbers out there dont know if there are models with those exactly).
Yeah I could be happy with 5 or 6 but they aren't being made as much so I would expect bigger MP.

Canon SD870 IS. Superb image quality. Quick and responsive. 28mm lens. No optical viewfinder, but does have anti-glare LCD...
Confusing request. In your lead-in you state "want to take low light". And yet in your 1 - thru - 7 priority list you do not show "low light performance" at all! In any event, with a $300 size budget, there should be a camera to keep you happy..
The Canon Elph SD870 sounds about right for you..
Small, wide angle, 4x zoom ( more or less ) and fairly good noise control for a compact..

They'll do fine for closeups. You can crop to huge sizes with more than 6 mp anyways...
