Unless I have missed something, a monopod has only one leg, so I'm not sure how it could be self-standing, unless it had a spike and you hammered it into the ground...Mike..
They have monopods that have retractable legs for better stability; however, they don't really have any in a compact size that can easily fit into a backpack per se..

Yeah, I was looking at others like the one you showed; however, the length is still a little bit too long. I am looking for something that is under 17in/44cm folded with the either retractable legs or add-on..

Bogen sells the legs like used on the 682, as a separate piece. They don't fit on all their models though, so you'd have to check the specs..
The only other monopod that I know of, which comes with legs, is the Giottos P-Pod. It costs more, and weighs about twice as much. Not sure about the collapsed length, but it is probably more than 17"..
If you are going to mount a small point and shoot, you could look for a smaller model that has a small piece that extends out at the base, for you to place your foot on while shooting. There are a ton of them on Ebay, just search for monopod and you will see them..
If you are talking about a larger bridge camera or DSLR, you might find that the legged monopod is not terribly stable and easily knocked over..
If the stadium seats have arms, you could use a Bogen Magic Arm with super clamp to hold the camera. It would look weird, but it will work..
